The
Russian Federation has received a loan from the International Bank for
Reconstruction and Development (IBRD) toward the cost of the National Hydromet
Modernization Project, and it intends to apply part of the loan proceeds to
payments under the contract for supply and installation of the upper air
sounding network (Lot No. RHM/1/B.2.a).
The Bureau of Economic Analysis Foundation, acting as the Project
Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated
28 November 2005 between the Ministry of Finance of the Russian Federation, the
Federal Services for Hydrometeorology and Environmental Monitoring
(RosHydromet) and the Foundation “Bureau of Economic Analysis”, invites sealed
bids from eligible and qualified bidders for supply and installation of 60
Aerologic radar computing systems (ARCS) for Upper Air Sounding Network. These
ARCSs shall be delivered to 60 regional branches of Roshydromet.
Bidding will be conducted through the International Competitive Bidding (ICB)
procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA
Credits, edition of May 2004, and
is open to all bidders from Eligible Source Countries as defined in the
guidelines.
Interested eligible bidders may obtain further information and inspect the
Bidding Documents at the address below from 1000 to 1400 hours (Moscow time).
Qualifications requirements include:
(a) Financial Capability:
1. The bidder’s (single Bidder or Joint Venture) average annual turnover shall
be not less than equivalent of US$ 20 million for the last three years (2004–
2006).
The bidder shall provide, as documentary evidence for the above information,
copies of the auditor's conclusions for the above mentioned period or balance
reports certified by tax service of the bidder's country (as a rule for the
Russian companies).
(b) Experience and Technical Capacity
1. The bidder shall furnish documentary evidence to demonstrate that it has
successful experience (as a single Bidder or Partner of Joint Venture) in
implementation of minimum two projects/contracts for the last three years
(2004-2006) for creation of territorially-distributed systems of processing and
transmission of information.
2. The bidder shall furnish documentary evidence to demonstrate that it has
successful experience (as a single Bidder or Partner of Joint Venture) in
supply and installation not less than 10 radar-tracking complexes for a
radio-wind sounding of the atmosphere.
(c) Production Capacities:
1. The bidder should be certified in accordance with ISO 9001:2000 or GOST R
ISO 9001:2000 quality management standards. This certificate shall be submitted
by the bidder to the Purchaser before signing of the Contract Agreement.
2. The bidder or its designated sub-contractor must have warranty service
network or must submit the detailed plan for setting up such warranty service
network to provide warranty services and technical support on the project
sites.

The documents will be sent by airmail for overseas delivery and surface mail

Bids must be delivered to the address below before 1400 hours (Moscow time) on
3 May 2007. Electronic bidding will not be permitted. Late bids will be
rejected. They will be opened immediately thereafter, in the presence of the
bidders’ representatives who choose to attend in person, at the same address.
All bids must be accompanied by a bid security (issued by bank); the amount of
the bid security shall be equivalent of US$ 120,000.

The Russian Federation has
received a loan from the International Bank for Reconstruction and Development
(IBRD) toward the cost of St. Petersburg Economic Development Project, and
intends to apply part of the loan proceeds to payments under the contract for
reconstruction and restoration of the eastern wing of the former General Staff
building (assigned to the State Hermitage museum), Contract FC-11(w). This
contract will be jointly financed by the Russian Federation.
In compliance with the Russian Federation intention to increase funding of
works under Contract FC-11(w) St. Petersburg Foundation for Investment projects
(FISP) acting on behalf of the Ministry of Culture and Mass Communications of
the Russian Federation intends to carry out a new prequalification of
contractors with subcontractors, and associations of contractors (Consortia)
for the right to bid on the said contract. The applicants shall have experience
in execution of contracts for reconstruction and restoration of architectural
monuments built not later than in 19 century, and previous experience in
execution of works similar to those proposed under the contract including, in
particular, the following:
- · Preparation of detailed drawings
for execution of reconstruction and restoration works
- · Repair and/or restoration and/or
reconstruction of museum premises and/or exposition halls
- · Spanning the inner yards with
translucent structures using up to 20-meter span steelworks
- · Deepening of the yards and
basements below the foundation level
- · Reinforcement by injection of
existing foundations and raft base layer soil injection reinforcement
- · Replacement of timber floors
with reinforced concrete floors
- · Restoration of the architectural
monuments’ façades and rooms with valuable artistic finishing
- · Installation of off-site and
building utility services, including rooftop gas fired boiler plant,
transformer substations, office telephone exchange, fire and security alarm
systems
- · Installation of custom-made
elevators
Possession by firms participating in application of all required in Russia
licenses to execute works on the territory of Russia on restoration of
immovable historic and cultural monuments, carry out engineering surveys,
design and erect buildings and structures of the first grade of reliability is
a requisite for performing the works.
All bidders will be asked to show the licenses immediately after completion of
evaluation of bids, before the award of the contract. No bidder will be
proposed for award, and its bid may be rejected, if it fails to submit the
requisite licenses at the stage of contract award.
It is expected that invitations to bid will be made in July 2007.
Prequalification will be conducted through prequalification procedures
specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA
Credits, January 1995 (revised January and August 1996,
September 1997 and January 1999), and is open to all bidders from eligible
source countries, as defined in the guidelines.
Interested eligible applicants may obtain further information from St.
Petersburg Foundation for Investment Projects (address below) from 1000 to 1700
hours on working days.
All interested eligible applicants may download free of charge a complete set
of the prequalification document in English with translation into Russian from
the FISP web-site at the address: www.fisp.spb.ru/documents_12.
Applications for prequalification should be submitted in sealed envelopes,
delivered to the address below not later than Thursday, 31 May 2007 and be
clearly marked “St. Petersburg Economic Development Project. Prequalification
Application. Contract FC-11(w): Reconstruction and restoration of the eastern
wing of the former General Staff building (the State Hermitage museum)”.
